A new legislative omnibus package is intended to deliver simplification for citizens.

The European Commission aims to launch cross-sector simplification measures for people in the European Union (EU) and make everyday life easier. The initiative is specifically designed to simplify rules, reduce administrative burden and provide greater clarity on funding programmes. The objective is to create a more integrated and accessible Single Market for all. On 22 May, the Commission presented its initial reflections and launched a call for feedback. Stakeholders may submit contributions until 19 June.

Closer to citizens

Through this consultation, the Commission is primarily addressing EU citizens and civil society organisations. It is seeking practical experience regarding obstacles encountered in everyday cross-border situations – for example in relation to work, travel or access to services. The Commission is asking for practical suggestions and proposals for improvement. In doing so, it is engaging directly with citizens in order to obtain “first-hand” information on how to achieve “tangible improvements in daily life” in a cross-border context.

Closer to mobile workers

The consultation serves as preparation for an omnibus legislative initiative through which the European Commission intends to complement and reinforce ongoing initiatives. The aim is to develop a “Citizens’ Omnibus”. This includes, for example, the Fair Labour Mobility Package. Through additional practical measures, the Commission intends to ensure better portability and recognition of skills and qualifications.


The initiative will also incorporate the Single Digital Gateway and the “Your Europe” portal, which are intended to enable citizens and businesses to access administrative procedures and support services online across all Member States. This is expected to make everyday life easier in particular for mobile workers, but also for people living in another EU country.


Relevance for social security

The new citizens’ omnibus initiative also touches upon further legislative initiatives relevant to social security coordination. These include the European Digital Identity Wallet (EUDI Wallet), the European Social Security Pass (ESSPASS) and the European Health Data Space (EHDS). The Citizens’ Omnibus initiative will not replace these initiatives, but rather build on and reinforce their outcomes.
